there are numbers stamped on the horn - someplace

like 300Hz .....350Hz (for the frequency)

look at the washer at the mounting nut, or a seperate tag attached. . . etc

the lower the Hz number the lower the tone

try 'adjusting' it first, check the wiring with a test light

for current to each horn, try switching horns to the wiring to confirm that it's not the wiring...or the horn....

use a jumper wire from the battery to one side and a ground wire to theo other side

the high pitch horn is labeled "hoch".

Check grounds, the positive leads and as CD said, try adjusting before you give up on 'em.
