I notice that the rear license plate lights in the bumper have been plugged, and the lights on each side are used to illuminate the plate. Is this normal?

I have seen the turbo and had a beverage with the owner. Very interesting guy and understand he has a nice collection of cars including some vintage American iron from the 70's.
