UPDATE:

I had talked to USAA earlier this morning and were unwilling to budge on their price. I politely asked what the next step was, and my rep suggested getting a third party appraisal (as suggested by memebers in this thread.)

I told them I would go that route, and ended up getting a call around 530 EST, with the same rep (who was very helpful) informing me that their adjuster has agreed to the value I set for my 1600 (5k).

I get my car back within the next 3 days! Now I have to just source some parts to get her back on the road. Very pleased.

I still suggest anyone insuring a DD 02 to go with a company that offers an "agreed value". Other than that, I'd still USAA for any of my future vehicles.
