A shorted wire, in and of itself, is good. You want continuity from one end of the wire to the other. An open, or break in the continuity, is what you don't want.

Now, if it was a wire that was short-circuited to another wire, well, those are pretty easy to locate without any high-tech equipment. Just follow the smoke and look for the point where things are all melted together.

It just bugs me, but people where I work always say "It's not working. It must be shorted." "Umm, no. It's open."

That's a cool looking vintage tool. Have you tried it out? Time to put together a whole vintage tool box to go with the car. I always keep an eye out for mechanical stuff at the antique shops.
