Tom, I just purchased a set of these lights recently. There are H4 bulbs mades with the P45T base. I purchased a couple pair of Lucas bulbs from an eBay seller in England. There is selection than in the P43T base, but the bulbs are out there.

Yes there are bulbs out there with the P45t base with an H4 style bulb on them. That wasn't my point... There are Euro headlight assemblies for our 02s that use standard H4 bulbs and these are not them..... Maybe a minor detail yes, but worth noting.

The assemblies that are for standard H4 bulbs are marked H4 in the center of the lens like those CJ and Bill Williams have.

Thanks Tom...I appreciate the clarification...would it be fair to say these are the correct buckets for pre '71 Euro models (prior) to Halogen?

The origins of this kit are unknown, but it is true that you can use old style R2 Bulbs or simply get H4 halogen bulbs on a P45t base. Daniel Stern sells NARVA brand.
