'68 Brake Question

IF the hand brake works that is fine but my recommendation if it is at all questionable is tell the shipper the brakes are INOP.  That way they know THEY have to pay attention and maintain control over the car at all times (winch, wheel chocks, extra people etc)

LOL.  My 69 did not run and had a questionable hand brake lever.  The LF caliper was partially seized so we had a tough time unloading the car and pushing it into my garage.  BE VARY WARY of quotes from brokers on shipping vehicles.  I ended up paying more than I wanted to due to the inoperable state of the car.  What a racket - good luck.
