Differences in Bowden cables

If I'm reading the diagram correctly, #22 (the upper cable) controls the defroster flaps on the heater box, and #23, (the lower cable) controls the floor heat outlets.   #7 in the diagram is the double cable--one goes to the water valve (controls water temperature in the heater) while the other opens and closes the air mixer door--the hotter the water, the more the mixer door is closed.

Since #23 is no longer available, can #22 be used instead. What exactly is the difference between the two side by side? I just received a brand new #22 and I was just wondering if I could buy another one and use it for the other control.

I can check this weekend (Saturday 02/14) if the two bowden cables (#22 & #23) are identical or not.  They might be slightly different lengths, but I bet that you could substutute a #22 for a #23. I'll confirm and report back,

reviving this old thread, when I open the top lever, the defroster lever, the heater flap opens and vice versa.  Is it possible that some previous owner or tinkerer inadvertently switched them when they were making a repair ?? And if so can I get to the lever mechanisms to make the switch  ?
