Why would a 1969 1600- 02 come without the the trim when all other roundies did?

My '67 1600-2 came with it. As far as I know -- and I admit I don't know about the 1502 models, which omitted beltline trim -- all '02s, from '66 through '76, came with a horizontal moulding between the taillights. It's near the top of round taillights and at the bottom of square taillights. 1600-2s and 1602s were no exception.
