Weber 40 side draft chokes

I have recently disassembled my weber DCOE 40 carbs, instahled a rebuild kit, reassembled them and mounted them on my car.

The car runs great, idles, excellerates smoothly the problem is the chokes. Instead of the chokes increasing the rpm as they did before I took them apart, when I pull the choke now they just seem to flood out the engine and it dies. Any input as to why this happening would be appreciated.

FWIW, most folks running DCOEs on their 02s that I know, and my own set-up, don't ever hook up the cold-start chokes. When it's cold I might need to blip the throttle for the first minute or so, then it's good to go...
