Sooooo, i figured it out.  Undid the top column cover ( 4 long screws) and the wire to the brass ring was unplugged and taped up.  Guess my mechanic did it to keep my horn from intermittent beeping, but it was so long ago forgot he did it...i hope.  Well, i understand the circuit a lot better and how relays work.  I guess I like  the long road instead of the short.

There is a ground strap electrically connecting one side of the steering shaft to the other side of the flexible disc.  (One of the bolts on part 1 to one of the bolts on part 5).  The ground strap is

I didn't really read the other comments, but I had very similar symptoms with my horn.   Turned out it was the spring loaded contact looked like it was working but it was actually gummed up
