Hard Cold and warm start

You're quite welcome.  I wish more people would post photos like yours.  It makes it so much easier to help and way more fun too.

 

To close the flaps (when it is cold), you loosen those three screws and rotate the body/hoses clockwise. 

 

Then, once it is warmed up again, check to see that they are vertical.

That is your fast (cold) idle adjustment screw. That screw is my pet peeve, it's always very difficult for me to find a suitable screw driver to reach it properly, specially when the air cleaner is still in place.
