No - as stated, those are original holes for a Euro plate.  The car originally had with some plastic plugs (sometimes painted to match the car) in the holes.

Thanks John, kinda cool I guess that this is a Euro car. Kinda crappy that I now need to fabricate something that works... ah well, there are worse things in life I reckon. Like why doesn't anyone fabricate a replacement dash! ;-)

USA cars had the same plugs filling those holes.  Get the M-B bracket & be done with it.  I can't tell if I'm seeing water spots on the rear panel of your car or remnants of filled holes.  Center the bracket between the plate light assemblies, drill, touch up the new holes & enjoy!

Yes, solid thinking John. Those other specs are just rain drop residue btw, not holes.

Your holes look consistent with my Euro roundie. To mount my plate with the holes that the Euro cars have I picked up the original plate holder for Euro 1600s and 2002s seen below. Best of luck!
