What is this strut collar called

Besides strut collar.  It looks like a strut tower reinforcing ring.

Front strut spacer.

Strut spacer. installed on US spec cars to meet Federal headlight height standards. People remove them and place them on top because of the long upper support bearing studs. Shorter studs are available.

Not just US spec!!!

They are (were) on Euros like my RHD Touring.

I thought these were a nice way to cover the damage done from the nuts being on and off over the years and reinforce the top of the strut tower, but alas...  They are a misplaced look important.  Say Hi to Ms. Mr. Randolph for me.
