It's for a sunroof car or a Touring with or without sunroof and located in the centre of the roof behind the driver-passenger head.

A non sunroof sedan has a different style one located near the top of the driver side b-pillar.

According to the BMW parts book page 63/28

 

interior light 63 31 8 690 100 is for use with sunroof and located behind the sunroof. I believe this one is like yours. If it can be made to fit at the b-pillare than great.

interior light 63 31 8 477 110 is for non-sunroof and located by b-pillar.

They appear similar but I think the switch position differs and the one by the b-pillar is a little smaller.

 

Edit: I took a pic of the interior light in my 1976 Beater. Switch position differs and it is smaller than the sunroof type.

Yes it has a base and the glass/plastic cover clips to it IIRC.
