She isn't very concise about the source of this information.  She does elude to the research coming from archived board meeting notes which would make some sense.  When the board approved the "2.0-Liter Type 114" in 1967, I could imagine that during one of the later board meetings, someone started using the development code "E10" to describe the "2.0-Liter Type 114" for these internal discussions and everyone understood that this was a Type 114 with a 2-liter motor.  So internally, E10 was being used, but this never trickled down to official documentation.  I would love to see a page from the archived board meeting notes reference "E10" when describing the 2-liter Type 114 project.

Those are European Economic Community country codes not BMW e-codes.  As I recall E1 is Germany, E2 might be France.  Don’t beat me up but I subscribe to Jackie’s findings, she is an incredibly thorough researcher.

Correct or not, anyone (correctly or not) referring to their 2002 series as an E10 on the internet is ignorantly promoting further stupidity.
