IE shifter collar. Why?

As I’m buttoning up my 5 speed swap and installing a new leather shifter boot. I’m wondering what the collar on the shifter in the picture below is for?

It came with the IE kit I bought from a forum member. It’s got a 4mm allen screw to hold it in place. No mention of it in the IE instructions but it’s in a photo of the shifter plate mounted on the trans. Don’t know what purpose it serves for or where to install it. I’m leaning toward not using it at all.
