how much rust is too much?

I wouldn't do anything.

Keep fixing the mechanicals so you can keep driving it. Don't drive it after salt hits the road until at least two heavy rains (or whatever it takes)have cleaned the pavement up to the point where you don't see any white film left. Try to avoid driving it in the rain. At least get a car cover for it if you do not have one already. This will buy you a little more time.

I owned a rusty 73tii that I bought for $900 and it was the best 02 I ever had. It had rust in a lot of the same places.

Somewhere down the road depending on finances and how much you like the car, you may consider slowly getting the rust repaired. Start with the more structural/more badly rusted areas and go from there. The car may not pretty and may not be the same color, but at least you're doing your part to keep it alive.

Tii's are worth saving unless they're really bad, IMHO.
