Timing a '76 w/ dual action advance....

I was told the procedure for timing is:

Advance vacuum hose remove temporarily and plug.

Engine off, verify 0 deg. TDC with piston on compression stroke.

Sync on plug #1 w/ timing light and look for mark at 2800 RPM.

Should be 25 deg. BTDC.

Retard hose remains connected during this proceduer.

Is this correct?
