Known in the UK as "Wing Mirrors" as they are fitted on top of the wings (fenders). Very common in times gone by.

Yes, I agree.

From a safety point of view, they allow the driver to keep his eye on the road ahead better, particularly the passenger side. Of course, you do need 20/20 vision to even see the mirrors, let alone what is in them.
