Info on a 76 turbo clone for sale on ebay?

Hey folks, there's a car that's up for sale on ebay that was previously for sale in new york (now in california) and I was wondering if anyone had had a chance to take a look at it. In the more recent photos it definitely looks a bit worse for wear, and is listed as not running. On the previous auction from a few months ago it was listed as running great and sold for 2900$, now the new auction says it was donated to a charity... seems odd to drop that much cash only to turn around and give it away..

anyways, if anyone has any ideas as to whats up with it, or general opinion on the condition please reply.

also, if anyone knows what wheels those are that would be great too. I think ive seen them before on 70's domestic vans, never been sure about the names though.

There is a thread about the wheels on the board. I bet the car couldn't pass CA emissions. Its got some pretty good rust there too.
