OBD2 experts: EGR question

I did an EGR by-pass on a 95' 3.8 GM motor, because all the EGR parts except the solenoid have crapped out. And when doing so, I kept the solenoid connected to the PCM in order to "trick" it into thinking it was doing its job. For the first couple of weeks it did not set a fault code! But now it's there and won't go away...

The question: Can the PCM (OBD2) sense that there's no EGR, e.i. rich mixture coming off cruising speed? Or does it simply monitor the voltage drop on the solenoid in order to set a fault code? (This model doesnt have any other sensor such as EVP that Ford uses)
