They are pretty soft, should be able to carefully pound it out from the back. Use a block of wood or dowel and gently tap it out, resting the bumper on something soft, like a rug.

You can "tweak" the bent edge back with an adjustable crescent wrench. Using it sort of like a vice, gently bending the edge back to it's original position. Padding the edge with a towel or cloth.

I was able to pound out this dent, when someone (girl in SUV on cell) backed into me with their trailer hitch. Came out pretty well. It helped that it was behind the license plate.
