ATLANTIS/ANTI-MARKET Los Angeles Coating/Polisher Advice?

My brother in LA has gone to Atlantis/Anti-Market for a quote on a batch deal on powder coating and polishing parts for his Honda CB750. What's concerning me is that they strong armed him for a "good faith" deposit (150.00) because they had "spent 45 minutes" cataloging bike parts for treatment... But the deposit was JUST TO GET A QUOTE!!!!! They gave him total lip for asking for a quote before giving them a deposit. He even offered to pay 50% of the deal as deposit AFTER they quoted him and they refused him. This doesn't make ANY sense to me..they were total pricks about it.

I have never ever heard of anyone asking for a deposit to just provide a quote??!??!? AND THEY KEPT THE PARTS!!!!

Has anyone had any experience with this company??

I've NEVER heard of any SoCal powder coating shops charge for quoting a job (large or small). I've been charged an upfront fee to purchase a amount of powder but never for quoting only.

In fact, I'm kind of suspicious of the whole deposit requirement and not returning the parts.
