THEY CALL THEM APPELGATE BUSSES AND THIS IS HEAVILY ASSOCIATED WITH THE TOWN's BIGGEST INDUSTRY , ASU .

THE SUBSIDY COMES FROM SOMEWHERE , I'M NOT SURE HOW IT's PAID FOR .

THEY USE FUEL , HAVE DRIVERS AND REQUIRE MAINTENANCE BUT THE RIDERS ARE NOT THE ONES PAYING FOR IT .

Here it is a tax on employers. The idea is that people use public transport to commute, therefore directly saving the employers money (no subsidized parking, access to a greater pool of workers).
